Developing

Development is the iterative process of reducing uncertainty and includes multiple disciplines covering the technical, economic, financial, procurement and legal aspects of a project. It starts with origination or ideation and ends with a business case that results in the project being financed. The development process is rarely a straight line, rather it moves in a series of loops, dead-ends and iterations. 

The final outcome of a development process will be a project that is Ready to Build, (‘RTB’). There is very likely to be periodic reviews of the project during the development process, reviews that may lead to changes in the project concept or design or even a decision not to proceed with further development. The process is rarely a straight line.
